Section 33 guarantors refer to guarantors located in establishments within that province, with the total number of guarantors working in establishments exceeding one location. If the establishment has branches in other areas but has not registered them, the number of guarantors is counted at the province where the employer registered. Section 39 and Section 40 guarantors refer to guarantors registered in that province.
