รถจดทะเบียนใหม่ หมายถึง รถที่จดทะเบียนใหม่ ซึ่งเป็นรถที่ไม่เคยจดทะเบียนจากที่ใดมาก่อน แต่มาจดทะเบียนตามกฎหมายว่าด้วยรถยนต์ เป็นครั้งแรก และได้ชำระภาษีแล้ว หรือรถที่เคยจดทะเบียนแล้ว/เคยแจ้งเลิกใช้งานไป และนำมาจดทะเบียนใหม่
