Vulnerable Population by Vulnerability Type, Area/District, and Problem Condition

Vulnerable population in the MSO Logbook (Electronic Family Book) system refers to low-income households with an average income not exceeding 100,000 baht/person/year and having dependent members (children, elderly, disabled, bedridden patients) or lacking housing security. This system is the central database of the Ministry of Social Development and Human Security (MSDHS) to address poverty in a "targeted" manner by classifying vulnerability into 4 levels: Level 0: Not below the income threshold but has dependents; Level 1: Low income and/or housing problems; Level 2: Low income + housing problems + 1-2 dependents; Level 3: Low income + housing problems + more than 2 dependents.
