ค ำน ำพระราชบัญญัติการอานวยความสะดวกในการพิจารณาอนุญาตของทาราชการ พ.ศ. 2558 กาหนดให้ส่วนราชการจัดทาคู่มือสาหรับประชาชน ทุกงานบริการที่เกี่ยวข้องกับการขออนุญาต การอนุมัติ การจดทะเบียนการขึ้นทะเบียน การรับแจ้งการดาเนินการที่เกี่ยวข้อง และได้ประกาศในราชกิจจานุเบกษา เล่มที่ 132 ตอนที่ 4 กลงวันที่ 22 มกราคม 2558 มีผลบังคับใช้ตั้งแต่วันที่ 21 กรกฎาคม 2558 เพื่ออานวยความสะดวกแก่ประชาชนและมีมติคณะรัฐมนตรี เมื่อวันที่ 26 กันยายน 2560 เห็นชอบแผนการยกระดับการบริการภาครัฐ ระยะที่ 2 ตามพระราชบัญญัติการอานวยความสะดวกในการพิจารณาอนุญาตของทางราชการ พ.ศ. 2558 ให้มีประสิทธิภาพมากยิ่งขึ้น โดยให้ปรับปรุงคู่มือสาหรับประชาชน ต่อมามีมติคณะรัฐมนตรี เมื่อวันที่ 24 พฤษภาคม 2565เห็นชอบในหลักการแนวทางการปรับปรุงระยะเวลาการพิจารณาอนุญาตและการทบทวนกฎหมายตามพระราชบัญญัติฉบับดังกล่าว โดยให้หน่วยงานของรัฐนาไปใช้เป็นแนวทางในการปรับปรุงระยะเวลาการพิจารณาอนุญาตและทบทวนกฎหมายให้เอื้อต่อกระบวนการพิจารณาอนุญาต ให้ประชาชนและผู้ประกอบการได้รับการบริการจากภาครัฐที่เร็วขึ้น ง่ายขึ้น ค่าใช้จ่ายที่ถูกลง และเพิ่มความสะดวกในการประกอบธุรกิจ นั้นสานักงานการปฏิรูปที่ดินเพื่อเกษตรกรรม ในฐานะส่วนราชการระดับกรมและมีส่วนราชการบริหารส่วนภูมิภาค ได้แก่ สานักงานการปฏิรูปที่ดินจังหวัด จานวน 72 จังหวัด ยกเว้นในพื้นที่กรุงเทพมหานคร นนทบุรีส
