Farm households (rice, cassava, feed corn, factory sugarcane) affected by flooding. Households affected, particularly those with moderate means, have reduced self-reliance in preventing and coping with disasters (self-insurance), such as adapting farming practices or diversifying crops and income. This is a result of the great flood increasing the likelihood of relying on government assistance. Furthermore, this study reflects the possibility that various government relief measures may reduce households' incentive for self-reliance, potentially affecting their ability to cope with future disasters. Therefore, government measures should vary by household group and target specific households with limitations in disaster coping to maximize resource utility and reduce adverse incentives for certain groups.
