ประชากรที่เจ็บป่วยที่เป็นผู้ป่วยใน (Out-Patient-Department : IPD) หมายถึง ผู้ที่ลงทะเบียนเข้ารักษาตัวในโรงพยาบาล หรือสถานพยาบาลเวชกรรม ติดต่อกันไม่น้อยกว่า 6 ชั่วโมง โดยได้รับการวินิจฉัยและคำแนะนำจากแพทย์และให้รวมถึงการรับตัวไว้เป็นผู้ป่วยในแต่เสียชีวิตก่อน 6 ชั่วโมงด้วย
