บทนำองค์การบริหารส่วนตาบลบ้านน้อย มีภารกิจสาคัญในการปฏิบัติงานเพื่อพัฒนาคุณภาพชีวิตของประชาชนภายในต าบล ภายใต้บทบัญญัติของรัฐธรรมนูญแห่งราชอาณาจักรไทย พ.ศ. 25๖0 ประกอบกับระเบียบกระทรวงมหาดไทยว่าด้วยการจัดทาแผนพัฒนาขององค์กรปกครองส่วนท้องถิ่น พ.ศ. 2548 และที่แก้ไขเพิ่มเติมถึง (ฉบับที่ 3) พ.ศ. 2561 ได้กาหนดให้องค์กรปกครองส่วนท้องถิ่น มีอานาจและหน้าที่ในการจัดทาแผนพัฒนาท้องถิ่นของตนเอง แผนพัฒนาท้องถิ่น หมายถึง แผนพัฒนาขององค์กรปกครองส่วนท้องถิ่นโดยคณะกรรมการพัฒนาท้องถิ่น รับทราบ ความต้องการ ประเด็น การพัฒนาและ ประเด็นที่เกี่ยวข้องตลอดจนความช่วยเหลือทางวิชาการและแนวทางปฏิบัติที่เหมาะสมกับสภาพพื้นที่ เพื่อนามากาหนดแนวทางการจัดทาแผนพัฒนาท้องถิ่น โดยให้นาข้อมูลพื้นฐานในการพัฒนาจากหน่วยงานต่างๆ และข้อมูลในการจัดท าแผนพัฒนาหมู่บ้านหรือแผนชุมชนมาพิจารณาประกอบการจัดท าแผนพัฒนาท้องถิ่นดังนั้น เพื่อให้การด าเนินการดังกล่าวเป็นไปตามระเบียบฯ องค์การบริหารส่วนตาบลบ้านน้อยจึงได้ด าเนินการจัดท าแผนพัฒนาท้องถิ่น (พ
