Persons not in the labor force refer to individuals who do not meet the definition of persons in the labor force during the survey week, including: 1. Persons under 15 years old during the survey week; 2. Persons aged 15 and over who are not working and not available for work because they are houseworkers, students, caregivers for children under 18, or elderly (over 60 years old); unable to work due to physical or mental disability or chronic illness; not seeking work; working without pay, profit share, or other compensation for persons not in the same household; working for charitable organizations or institutions without pay, profit share, or other compensation; or not available for work for other reasons
