พื้นที่ลุ่มน้ำ หมายถึง บริเวณพื้นที่ ซึ่งครอบคลุมลำน้ำธรรมชาติตอนใดตอนหนึ่ง เหนือจุดที่ได้กำหนดในลำน้ำนั้นๆ ทำหน้าที่เป็นแหล่งรวมน้ำ ทั้งที่ไหลมาบนผิวดิ นและที่ซึมออกจากดิน ให้ระบายลงสู่ลำน้ำ และไหลไปยังจุดที่กำหนด
